It might be worth considering the surrounding of the proposed site as this could make a big difference to the way in which your artwork is perceived.
I think I've already mentioned 'Democracity' and the work of Eddie Bernays the link shows some images, not the best but will illustrate my point. This was in 1939 at a time when most people were sceptical about capitalism's future, after the great depression and the very ideas of Democracy were, for the most part, considered inadequate. What Bernays did saved both by presenting an idealistic vision of the future which he called 'Democracity' in which capitalism and Democracy were presented in such a way that would 'save the world' and at the same sate the needs and desires of the masses, and people warmed to it.
Ok, I know that this type of thing is outside the remit of this project, but careful selection of the site could capitalise on existing venues for example, somewhere like Olympia and The NEC, where trade fairs, exhibitions and conferences regularly take place and where green technology could be shown at the opening, it would raise revenue for our hosts, develop the climate change issue and turn the whole thing into a mega event with your artwork as a focal point and you would effectively have “Democracity”
Looking beyond the artwork to the climate change issue, it would be possible to create a much wider context and such a site would, if developed, take on a new identity becoming known as the centre for addressing climate change and this would have a powerful effect on public perception.
